Flexible Spending Accounts Bill Introduced in Senate

Senators Jim DeMint (R-SC) and Ken Salazar (D-CO) introduced a bill, February 8, that would make it easier for more employees to take advantage of Flexible Spending Accounts (FSAs).

The “Flexible Spending Account Enhancement Act of 2005” would allow up to $500 of unused FSA funds to be carried over for use in the next year or contributed to a Health Savings Account (HAS). FSAs are tax-free employer-sponsored benefit plans that reimburse employees for qualified health care expenses.

“[The current] ‘use-it-or-lose-it’ rule ends up penalizing workers and it just doesn’t make sense,” DeMint said this week. “Our bill makes a common-sense change to FSAs that will help families deal with rising health care costs.”

DeMint previously introduced this legislation in the House, where it was approved last year by a vote of 273-152. No action was taken last year by the Senate.

Electricity Rate Increases Expected for D.C.-Based Associations

If you pay an electric bill for association headquarters that you own in D.C., you can expect imminent electricity rate increases of more than 24 percent.

Since 2001, tariff rates for PEPCO-D.C. business customers have been capped. As a result, businesses have been paying below market rates for their electricity. These capped electricity rates will end this month, resulting in a significant increasean average of 24 percent.

Find out how ASAE’s sponsored Savings Solutions Program with Affiliated Power Purchasers International (APPI) can help you identify and implement options to reduce this increase. APPI’s experts can help you shop for an alternate electricity supplier and negotiate an electricity contract. You’ll pay no upfront, hourly, or retainer fees for this service. APPI is compensated only when it demonstrates and delivers savings. For information, contact APPI’s Carolyn Hanna at 800-520-6685 or channa@appienergy.com. You have until May 1 to shop for an alternate supplier.
