Personalization Rule Could Disqualify Mailings From Nonprofit Rates
New rules governing the kind of personalized information that can be included in Standard mail are set to go into effect June 1, without necessary clarification requested by nonprofit mailers, according to the Alliance of Nonprofit Mailers (ANM).
The rules stem from the U.S. Postal Service’s claim that "advances in technology," including the widespread use of computers to generate letters customized for individual recipients, warranted new guidance in this area. At heart, the new provisions allow "personal information" in a Standard mail piece only if there is an "explicit solicitation" for a product or service for sale or an "explicit solicitation" for a donation; all of the personal information is "directly related" to the advertising or solicitation; and the "exclusive reason" for including the personal information is to support the advertising or solicitation in the mail piece. If all three of these conditions aren’t met, organizations may need to pay First-Class rates on their mailings.
The ANM and other nonprofit organizations have sought clarification of terms used in the rulemaking such as "personal information," "explicit advertising," "explicit solicitation," and "exclusive reason," but have been unsatisfied with USPS response.
The ANM and other groups, including the Direct Marketing Association and Association of Fundraising Professionals, are attempting to have the USPS delay implementation of the new rule until it can be revised or clarified, and urge other organizations in doubt about whether their mail pieces will continue to qualify for Standard mail rates to send their concerns to: Greg Hall; USPS Pricing and Classification Service Center; 1250 Broadway, 14th Floor; New York, NY 10095-9599; or e-mail to gregory.a.hall@usps.gov.

Deadline April 15th for Diversity Executive Leadership Program (DELP) Nominations
Now in its fifth year, the ASAE Diversity Executive Leadership Program (DELP) is a one-year program offering an opportunity for individuals from underrepresented segments of the association community to advance into the ranks of leadership in association management by providing networking opportunities, educational programs and career guidance.
Sponsored by the Detroit Metro Convention and Visitors Bureau (CVB), there will be up to 10 scholarships awarded. Selected DELP scholars will receive a complimentary one-year membership in ASAE and an appropriate local allied society, plus free registration to professional development programs and to the 2005 ASAE and The Center for Association Leadership Annual Meeting, August 13–16, Nashville, TN. Travel and lodging to the annual meeting will be covered for DELP scholars. The tenure of the program begins July 1, 2005 and ends June 30, 2006.
