Senate Finance to Hold Hearing on Charitable Reforms
The Senate Finance Committee announced April 5 hearing on “Charities and Charitable Giving: Proposals for Reform,” with testimony expected from IRS Commissioner Mark Everson, United Way President Brian Gallagher and Independent Sector President and CEO Diana Aviv, among others.
The Senate Finance Committee is expected to introduce legislation aimed at strengthening charitable governance this spring. Among the reforms under consideration are: suspension of exempt status of any organization that fails to file required Form 990 returns with the IRS for two or more consecutive years; a requirement that CEOs certify that their Form 990 returns are correct and complete; mandatory electronic filing of Form 990 to improve the accuracy and timeliness of information; and a requirement that charitable organizations conduct an independent audit of their finances if they have annual revenues of $2 million or more.
ASAE testified on this issue last year and is interested to see what implications the legislation might have for the 501(c)(6) community.
