ASAE Submits Testimony for House Ways and Means Hearing
ASAE submitted testimony for the record May 4 for a recent hearing of the House Ways and Means Committee on the tax-exempt sector.
House Ways and Means Chairman Bill Thomas (R-CA) presided over the hearing April 20 which involved an overview of the legal history of the tax-exempt sector; its size, scope and impact on the economy; and the need for congressional oversight. Thomas, who made clear that the hearing was not intended to duplicate current efforts by the Senate Finance Committee to draft a specific set of reforms for the charitable sector, said the hearing would give Congress "a better understanding of how vast and diverse this sector is today."
The witness list included David Walker, comptroller general of the U.S.; George Yin, chief of staff, Joint Committee on Taxation; Douglas Holtz-Eakin, Ph.D., director of the Congressional Budget Office; two law professors; a former IRS commissioner; and an attorney practicing association law. Thomas also said future hearings would likely follow.
ASAE's testimony provides background on the reasons why trade and professional associations are granted tax-exempt status, including the many programs and activities undertaken by associations that ultimately benefit society; statutory requirements for associations and existing oversight; and the association community's consideration of issues related to governance and accountability in recent years.
