House Leaders Look For Compromise On Ethics Issue

House Republicans and Democrats have floated a couple of proposals to break a current impasse over who should be named to lead an ethics committee investigation into much-publicized issues such as Members' privately sponsored travel and arrangements with lobbyists.

House Democrats have rejected a suggestion by Republicans to appoint a Democrat and a Republican as co-directors of the House Ethics Committee, and have instead called for a single, nonpartisan staff director to lead the investigation.

Meanwhile, U.S. Reps. Marty Meehan (D-MA) and Rahm Emanuel (D-IL) have also introduced lobbying reform legislation in the House last month, and Sen. Russ Feingold (D-WI) is close to introducing a lobbying reform and ethics package in the Senate.

While Congress debates the ethics process, ASAE & The Center for Association Leadership held an informative program in Washington, DC, last week called "Congressional Gifts/Honoraria and Lobbying Disclosure: Best Practices Now and Preparation for What May Be Coming." The program, moderated by ASAE General Counsel Jerry Jacobs, partner, Pillsbury Winthrop Shaw Pittman LLP, provided association executives with an overview of the current law as regards federal lobbying and reporting, and some ideas of what to expect should Congress consider a new lobbying reform package.

  • Click the “visit membership without joining” button, and type “discount” in the search box; and 
  • Find the postings with the headings of "Dues discounts to lure new members" and "Multiyear memberships and discounted membership dues."
