Feingold Introduces Lobbying and Ethics Reform Bill in Senate

Sen. Russ Feingold (D-WI) joined legislators calling for lobbying and ethics reform by introducing legislation July 14 aimed at strengthening lobbying disclosure requirements and tightening restrictions on privately funded trips and gifts for Members of Congress.

The Bill (S. 1398) is similar to legislation introduced in the House in May by Reps. Marty Meehan (D-MA) and Rahm Emanuel (D-IL). It requires lobbying disclosure reports to be filed quarterly rather than semi-annually; improves public accessibility of lobbying disclosures by requiring electronic filing and Internet searchable databases; requires any private entity paying for a Member's trip to certify that the trip was not planned, organized or financed by a lobbyist and that no registered lobbyist will participate in the trip; prohibits lobbyists from giving gifts to Members or staff; and lengthens the "cooling off" period for former Members and executive branch officials from one to two years.

"Recent campaign finance reforms are helping, but with reports of Members of Congress taking corporate jets with lobbyists on board to fly to fundraisers and going on lobbyist-funded golf junkets, it is clear that more work needs to be done," Feingold said.

In response to this most recent bill, lobbyists are quoted in Roll Call this week as saying the lobbying and ethics reform debate so far has excluded lobbyists themselves from adding any perspective.
