Housing Financing Reform Act Restricts Nonprofit Election Activities

Legislation expected to be considered by the House of Representatives this week contains language that would restrict federal election activities and lobbying by certain nonprofit groups. The restriction was added to H.R. 1461, the “Federal Housing Financing Reform Act,” after it was reported from Committee.

H.R. 1461 applies these restrictions to a nonprofit group that applies for a grant from the proposed affordable housing fund, and to any nonprofit group that is “affiliated” with a grant recipient. The restriction would ban the use of any funds (federal, local or private) for lobbying and for federal electioneering activities, including voter registration.
