ASAE Speaks Out On Privately-Funded Travel Ban Proposal
In a letter delivered to Congress two weeks ago and in a press conference last week at the National Press Club in Washington, DC, ASAE continued to voice opposition to a proposed ban on privately funded travel for members of Congress and their staff.
The congressional travel ban is one of many lobbying reform proposals swirling around Capitol Hill in recent days. While the proposals emanating from both political parties are varied and still being formally defined, the focus on member travel has been repeated often by elected officials as one possible means of regaining public trust after the political corruption scandal in Washington involving former lobbyist Jack Abramoff.
In its letter delivered to all members of Congress January 25, ASAE said that, in place of a blanket ban on privately funded travel, “Congress must create a distinction between unnecessary ‘fact-finding’ trips to exotic locales where the agenda is more socially or recreationally driven, and educational trips to an association meeting or conference.”
ASAE contends that a travel ban would run the risk of severely hindering the legitimate dialogue between elected officials and their staff and the close to 100 million members of associations and other nonprofit organizations in the U.S. ASAE strongly believes that if congressional travel were entirely funded by taxpayers, members of Congress would be less inclined to accept an invitation to attend an association conference or meeting outside Washington.
A more amenable policy on congressional travel might include a pre-approval screening process for trips, whereby an ethics committee or advisory office would scrutinize incoming requests for privately funded travel and either approve or reject the travel request, ASAE said. That scrutiny should primarily be based on the content or agenda of the meeting or conference, ASAE said.
