ASAE’S Graham Testifies On Lobbying Reform

ASAE President and CEO John H. Graham IV, CAE, testified before a House Judiciary subcommittee April 4 on provisions in the lobbying reform bill authored by House Rules Chairman David Dreier (R-CA).

Graham expressed support for a provision in the lobbying bill (H.R. 4975) that would require lobbyists to file quarterly reports instead of the current twice-a-year requirement, “so long as the reporting processes are not overly burdensome from an administrative standpoint and that the filing system is uniform for both the House and Senate.” Graham also supported electronic filing, and making reports available and easily searchable online. ASAE also has no objection to maintaining the one year “cooling off” period in cases where former lawmakers or staffers leave Congress to work as lobbyists, and supports a proposal in H.R. 4975 to ban lobbyists from accompanying members of Congress on corporate flights, primarily because “it cures a public concern about extravagance,” Graham said.

In follow up questioning by Reps. Trent Franks (R-AZ) and Steve King (R-IA), Graham was given the opportunity to explain ASAE’s overall stance on the issue of privately funded congressional travel, and he again urged Congress to be careful about any moratorium on privately funded travel, even a temporary one as proposed in H.R. 4975, because of the limits that would place on lawmakers interacting with constituencies at meetings outside Washington. Graham commended Congress for avoiding a “rush to judgment” on the travel issue and lobbying reform in general, but reiterated ASAE’s strong belief that any ban on privately funded travel would jeopardize the information exchange between Congress and associations at educational programs around the country.

A day after the subcommittee hearing, the House Judiciary approved H.R. 4975 last Wednesday by a narrow 18-16 vote. There were a couple of significant amendments added by Judiciary requiring lobbyists to include in their quarterly reports the names of lawmakers they contacted during each period, and setting criminal penalties of up to five years in jail for failing to comply with the law. The House Rules Committee also passed its piece of the bill last week. The three other committees with jurisdiction over the lobbying bill are House Administration, Standards of Official Conduct, and Government Reform.

House leaders anticipate a package will be ready for floor action when Congress returns from the two-week Easter recess at the end of April.
